BOSTON – Most horse-racing tracks cannot fill all of the races they intend to run. Racing programs are inundated with short fields. Handles are declining proportionately. Racing is not attracting younger fans. A panel of experts will address these serious challenges at the National Council of Legislators from Gaming States (NCLGS) Summer Meeting, July 7-10 at the Westin Copley Place in Boston.

As the only gaming conferences where the legislative decision-makers meet, the NCLGS semiannual meetings attract legislators, regulators, operators, suppliers, attorneys, lobbyists, media, and other stakeholders to discuss all aspects of regulated gaming. Dozens of legislators from across the country will be among the more than 250 expected attendees at the Summer Meeting.

The NCLGS Committee on Pari-Mutuel will address “Revisiting Statutory Minimum Race Days in the Face of a Deepening Horse Shortage” on July 8. Horsemen groups have been reluctant to approve any reduction in race dates, which leads to challenges amid a rapidly changing overall gaming landscape. Representative Joseph S. Geller of Florida will moderate the panel discussion, which will include the following presenters:

  • Waqas Ahmed, Director of Pari-Mutuel Wagering & Compliance, Kentucky Horse Racing Commission

  • Representative Adam Koenig, Kentucky, Pari-Mutuel Wagering Taxation Task Force

  • Christopher McErlean, Vice President – Racing, Penn National Gaming

  • Tom Sage, Executive Director, Nebraska Racing and Gaming Commission
The four-day Summer Meeting will include:
  • Six NCLGS Committee presentations
  • Two general session panels
  • Morning and luncheon keynote addresses
  • International Masters of Gaming Law Masterclasses
  • Two evening networking receptions
Once again, the GLI Regulator Seminar will co-locate with the NCLGS Summer Meeting, taking place July 7 at the Westin Copley Place.
The NCLGS Summer Meeting has been approved for 10 general credits of Continuing Legal Education by the State of Nevada.
