“This land is your land, this land is my land.“ New ways to bet present new and perplexing challenges for legislators and regulators. Such challenges range from online wagers to in-store wagers, along with a host of other emerging issues. Notably, residents of all 50 states and US territories can bet on many events in the news cycle. Additional challenges, ranging from Illegal online gambling sites to sweepstakes to betting on election outcomes are just some of the issues that states must address. That’s all before gauging possible federal involvement in each of these myriad challenges.

“Meet the Generals.” State Attorneys General play an increasingly critial role in gambling law and regulation. The rapid growth and diversification of gambling options, including online sports betting, iGaming, traditional brick-and-mortar casino expansion, fantasy sports and Indian gaming expansion – as well as the challenges posed by illegal and unregulated gaming – has put state AGs at the center of this storm. This committee will address this trend, and the challenges that these law-enforcement officials face.

Committee on Lottery - Capturing, Optimizing Power of Lotteries

During the most recent fiscal year, U.S. lottery sales topped $110 billion, with more than $30 billion returned to state jurisdictions in net proceeds to benefit important causes ranging from education to natural resources to tax relief to veterans programs. Some forecasts estimate domestic lottery sales will grow another $50 billion by 2029. This growth comes at a time of increased competition from other forms of gaming, pressures facing traditional brick-and-mortar retailers, and well-capitalized new market entrants seeking to leverage new technologies to enhance (or possibly displace) traditional lottery transactions. How are lottery operators responding? How are major national multi-state games positioning themselves to meet these challenges? Which visions are likely to expand overall sales and/or reach a broader demographic base? What are the friction points with current lottery regulatory structures? How do competing visions best achieve other public policy goals, such as addressing problem gambling?

The Video Gaming Terminal (VGT) industry has a complex economic and cultural relationship with other regulated gaming interests, particularly the brick-and-mortar casino industry. This Committee will discuss the positive and negative economic and social impacts of VGTs on their communities, regions and states.

Special Committee on Taxes and Revenues

As the federal spigot closes, states are scrambling for new sources of revenue. In this effort to find money quickly, what are the opportunities for and threats to regulated and unregulated gaming operators and suppliers? From Massachusetts to Maryland to Ohio to Mississippi, legislators and governors wasted no time in seeking huge tax hikes on existing markets, while iCasino and iLottery bills have been introduced and advanced with increasing success. In this unpredictable era for governments, industry and investors, what is in play and what is still a bridge too far for incumbent interests, elected officials and voters?

“To iCasino, or not to iCasino – is that the question?” As the iCasino and brick-and-mortar casino expansion debate heats up around the country, our Committee convenes experts from all sides of this issue. The presenters will cut through the clutter of social media and news reports to focus on the central question: How can states retain the best of the past as they chart the future? What are the long-term impacts of shifts in policy on technology, capital investment, employment, urban development and other policy goals?

General Session - The Role of Payment Processors in the Gaming Industry: Navigating Regulation and Compliance

Once upon a time, “payment processing” in gaming involved tracking coins and dollar bills as they made their way from consumers to the casino floor to “hard count” and “soft count” rooms. A deep, ongoing revolution in technology has rendered such procedures obsolete while ushering in new processes that come with their own sets of demands and challenges. Payment processors play a central role in ensuring the accuracy and the efficacy of transactions. Gaming operators, suppliers, regulators and the public still have a keen interest in ensuring that every transaction is accurate and adheres to regulatory and licensing standards. As illegal and gray-market operators seek an opening in gaming, the spotlight on the role that licensed payment processors play is now shining even brighter. This session will arm legislators and regulators with new insights into the trends and technologies that will shape the future of payment processing in the legal, regulated gaming industry.

The presenters will explore and explain different regulatory frameworks and will discuss how the illegal overseas operators are infiltrating the US market, among other issues of worldwide importance.

Committee on Responsible Gaming

As legal, regulated gaming expands, so does the responsibility to ensure strong consumer protections. What should states do to identify and promote responsible gaming and support those at risk? This panel will explore how education, technology, innovative research, and data-driven collaboration are advancing responsible-gaming practices. Legislators will get a behind-the-scenes look at the initiatives that go beyond current regulatory requirements, offering insight into how industry leaders are proactively addressing responsible gaming.
