With that in mind, how should states regulate these different verticals? Can one agency address all the licensing and regulatory variables that differentiate these operations? Can a state function with multiple agencies regulating different aspects of gaming? What happens when different agencies oversee slot machines and VLTs in the same state? How are different states taking differing approaches to this issue? How can differing cultures address similar issues, considering that lotteries operate in a culture that encourages maximizing revenue while gaming agencies are structured to focus on integrity and other non-revenue areas?
