As gaming evolves, all gaming operations are becoming verticals of one industry. With that in mind, how should states regulate these different verticals? Can one agency address all the licensing and regulatory variables that differentiate these operations? Can a state function with multiple agencies regulating different aspects of gaming? What happens when different agencies oversee slot machines and VLTs in the same state? How are different states taking differing approaches to this issue? How can differing cultures address similar issues, considering that lotteries operate in a culture that encourages maximizing revenue while gaming agencies are structured to focus on integrity and other non-revenue areas?

While technological innovation occurs within the realm of gaming devices, gaming content, platforms, and marketing features, the gaming industry is often a laggard when it comes to adopting and utilizing technologies that other industries have long implemented. This session will touch on how legislators and regulators can offer simple, actionable, standards-based solutions to encourage new technology to be utilized within the industry.

It’s the Compacts! Federal regulations, transparency and the US Department of Interior‘s updating of Class III Gaming Compact Approval Processes. As the Indian gaming industry continues to flourish nationally and assist tribal nations with economic development, has the Department of Interior done enough to give tribal and state legislative leaders clear, transparent guidance and the tools necessary in tribal/state negotiations on compacts? Indian Country and legislative leaders will also preview the top legislative 2025 Indian Country issues.
