Revisiting Statutory Minimum Race Days in the Face of a Deepening Horse Shortage:  Most racetracks cannot fill all of the races they intend to run, racing programs are inundated with short fields, and handle declines are proportionate to fewer horse starters. With horsemen groups reluctant to approve any reduction in race dates, the pari-mutuel industry faces significant challenges amid a rapidly changing overall gaming landscape.

The Competitive Challenges Grow for Casinos: The commercial casino industry generated more than $50 billion in annual GGR in 2021, a record, but challenges abound – including states’ efforts to authorize video gaming terminals, the presence of unregulated gaming devices in retail locations, and the rise of online gaming. Is there still room for the land-based casino industry to expand – both its volume and its numbers of facilities – or is a sea change slowly occurring in which consumers change the way they consume gaming entertainment? Gaming operators and analysts assess the outline for the land-based casino industry.

Select Committee on Inclusion and Diversity

Essex Center/South (3rd Floor)

The Business Case for Diversity, Equity, and Inclusion: Despite the gaming industry having one of the most diverse workforces in history, representative leadership remains elusive. How diversity is measured continues to evolve, and it includes not only demographic traits like race, ethnicity, and gender, but recognizes the importance of intersectional identities and the employee experience. Studies confirm that a diverse workforce leads to better business outcomes, more innovation and greater employee satisfaction. What are gaming companies doing to improve diversity knowledge? What are strategies to be more proactive and remove barriers? What type of policies build and encourage diversity in the workplace? How can more champions for DEI be found and what are some next steps?

Federal and State Taxation of Gambling Activity: Several factors impact gaming-tax policy decisions, including political considerations, legislative processes, economic impacts, and market competition considerations.
