CHICAGO: Does the rapid shift to digital gaming across the country – including online channels for casino, sports betting, and lottery – represent a sea change for the gaming industry … or it could simply a spike that will trend down once the pandemic has subsided? State government officials will weigh these important questions at the Summer Meeting of the National Council of Legislators from Gaming States (NCLGS), July 11-13 at the InterContinental Magnificent Mile.
The NCLGS Committee on Emerging Forms of Gaming, chaired by Indiana Senator Jon Ford, will examine changing player preferences, the role of the pandemic in shaping the gaming industry, and the extent to which digital and retail gaming channels can coexist.
The following officials will present to the committee:
  • Joseph P. Addabbo Jr, Senator, New York, Chairman of Committee on Racing, Gaming and Wagering
  • Marcus Fruchter, Administrator, Illinois Gaming Board
  • Daniel Hartman, Director, Colorado Division of Gaming

The intensive, three-day NCLGS Summer meeting agenda includes:

  • Morning Keynote Address from Chicago Mayor Lori Lightfoot
  • Luncheon Keynote Address from Rush Street Gaming Co-Founder Neil Bluhm
  • Six legislative-chaired Committee sessions that will focus on responsible gaming, tribal and commercial casinos, sports betting, and lotteries.
  • An International Masters of Gaming Law Masterclass titled “Distributed Gaming – Legal and Otherwise”
  • A general session panel discussion titled “Gaming’s Awkward Stage: How to Regulate a Mature Industry that is Still Emerging”
  • Two evening networking receptions

This year NCLGS welcomes two organizations that are co-locating their meetings with the Summer Meeting: the GLI University Mid-Year Gaming Regulators Seminar 2021, which takes place July 11, and the Association of Racing Commission International (ARCI) Model Rules and Board Meetings, July 12 -13,  To view the agenda, register, and book rooms at the host hotel at special attendee rates by the June 30 deadline, click here
