Illegal gambling is no longer confined to back rooms and offshore sportsbooks operating in the shadows. Today’s unlicensed marketplace spans offshore online casinos, crypto-based prediction markets, sweepstakes platforms, unregulated skill games, and illegal retail machines embedded in communities across the United States. At the same time, international operators based overseas are accessing U.S. consumers with little fear of state enforcement, raising serious concerns about consumer protection, anti-money laundering compliance, tax leakage, and national sovereignty. This forward-looking panel will focus on what tools legislators actually have — and what new strategies may be required.

As legalized gaming and sports betting expand, advertising has become increasingly prevalent across television, social media, and digital platforms. While marketing supports legal, regulated markets, concerns remain about underage exposure to gambling content and its potential impact on youth.
This session, which will start with a feature from Parents Standing Together, will examine the risks associated with underage exposure to gambling and gambling advertising. Panelists will discuss emerging trends, highlight where advertising may unintentionally reach minors, and explore policy considerations to strengthen responsible gaming safeguards and promote age-appropriate messaging.
Attendees will gain insights into the intersection of advertising, youth exposure, and responsible gambling policy, along with strategies to balance industry growth with effective consumer protections.

State lotteries have long been one of the most stable and politically durable forms of legalized gaming in America. But the model is being tested. How do we protect retailers while embracing digital convenience? What guardrails are needed for lottery couriers?
